Resuming Our Work

Hi Everybody,

Let’s just say it has been a while. Plan Pacifica was building momentum through 2019 and into early-2020 with a number of community meetings, draft plans for public review, and City Council approval of the Certification Draft LCLUP. Then we ran head-first into the COVID-19 public health crisis. Since March, the Plan Pacifica team has been working from home and focusing on essential government functions to keep the City running. While we have faced our own challenges, we are amazed at how Pacifica has pulled together as a community to remain resilient in the face of challenges from the virus.

I am excited to share that we are resuming our work on Plan Pacifica by holding an online-only meeting of the Planning Commission at 7 PM on Monday, July 20, 2020. View the Meeting Agenda. The Planning Commission will receive a report on the public input received thus far on the Sharp Park Specific Plan (SPSP) and then will discuss the Guiding Policy Framework for the SPSP. The meeting is very important. The topics to discussed will include appropriate housing densities and building heights for the Sharp Park area, parking strategies, and ways to improve connections throughout the area for bicyclists and pedestrians. These are foundational issues upon which we will build the SPSP in the months to follow. Please find the time to participate in the meeting. If you can’t participate, try to review the staff report and share your thoughts with me ahead of the meeting.

Certification Draft LCLUP Approval and Submission to California Coastal Commission

The City Council approved the Certification Draft of the Local Coastal Land Use Plan (LCLUP ) on February 24, 2020. Read the staff report from the meeting. The City sent the Certification Draft LCLUP to the California Coastal Commission on June 12, 2020.

The City received a filing letter from the CCC on June 26, 2020, identifying a number of items which must be submitted in order for the CCC to determine the application complete and filed for processing. City staff is working diligently to respond to the CCC’s information request. The certification process may take up to a year or longer, so check back periodically for updates from the City. Sharp Park Specific Plan Community Meeting and Online Survey

The City hosted a community meeting on January 29, 2020, at the Little Brown Church. We discussed the main focus areas of the Sharp Park Specific Plan (SPSP) and received feedback from the community. More than 120 members of the community attended.

There were many areas of agreement among the community identified during the meeting. But a few issues surfaced which required more discussion. The City followed-up the community meeting with an online survey to learn more about the community’s views on housing density, building heights, parking, and bicycle and pedestrian circulation.

The City used the feedback from the community meeting and online survey to prepare the Guiding Policy Framework which the Planning Commission will discuss on July 20, 2020.

General Plan Revisions

The City has been working to revise the 2014 version of the draft General Plan to make updates approved by the City Council in the Certification Draft LCLUP. With these updates included, the draft General Plan will remain consistent with the LCLUP when the General Plan is ready for adoption.
